Precedent of the Wasteland

Given the ever-shifting nature of the City, most Wastelands don't have time to do much damage before they're swept away by the resetting waves of the City. The Forest is the closest a Promethean can be to the City where there can be enough time for a Wasteland to have negative long term effects. There, or in small enough Pivots.

In accordance with Disquiet, the distance at which one can be infected with Disquiet is determined by the size of the Wasteland with the Promethean's effective Azoth. If the victim is in the radius when interacting with the Promethean (in regards to Disquiet triggers), they will need to roll for this.

For example, at Azoth 1, even if not talking directly, e.g. via phone across the room, the victim is subject to Disquiet if a trigger is caused.

Deviants straddle the line between human and inhuman, and so, two different rules are to be followed based on parameters:

Inhuman Deviants react to Disquiet in different ways, reminding them of their lost Humanity, which can cause Scars to flare as a result. Whenever an Inhuman Deviant suffers the Disquieted Condition, they suffer an instability, the level of which is as follows:

Stage 1 - Minor Instability
Stage 2-3 - Medium Instability
Stage 4 - Major Instability

For human Deviants, they follow the same process as Mages, Changelings, Sin-Eaters and humans and react accordingly.
