An enclave in the center of the sprawl floating atop a lake. Over the
centuries the enclave has evolved into a giant mass of apartments and
stores towering an impressive 10-11 stories tall. Kasumigaura has
historically been mostly free from corporation influences and is known
as a den of lawlessness and criminality. It is home to more than a few Yaokazi
gangs who keep a tight grip on their own little parts of the enclave as
well as offer products and services illegal or controlled in the rest
of the city.
