Following the Vietnam War and the disbanding of the Taskforce, the US knew that powered individuals exist. With people showing signs of these abilities following the bombs dropped on Hiroshima and Nagasaki, or even the more recent exposure to Agent Orange in Vietnam. They knew that they would have to find a way to keep track of these new powered individuals, as well as any technology that might give the same effects. The United States Government created an agency specifically for tracking such things under the Department of Defence, naming the organisation The Record of Extra-Normal Powered Others and Radical Technology, or just the REPORT.
