Self-identified as Lysandus, it is perceived that this creature is the undead form of former King Lysandus of Daggerfall who died in the year 403 of the 3rd Era.
The party encountered him first upon exiting Daggerfall, in the midst of a conflict against some Thalmor agents. They engaged him in conversation and learned he was a diplomat of sorts that was on his way to Sancre Tor.
