The city of Septimia is the settlement originally settled by Uriel V Septim. While he felt the effort had been a failure and abandoned the settlement there were people left behind that managed to survive and maintain a presence in Akavir devoted to the Tamrielic Empire.
The current ruling dynasty of the land of Higashi, its leadership falls to, at its lowest levels, Kashin, or Retainers in the Higashi language. The Kashin rule over individual cities, forts, or other settlements. Their leadership ends at the territorial bounds of these settlements and they report to their higher ups, who control one of six collections of Higashi territory. Mainly divided by island clusters, or border territories with other nations of Akavir, the rulers of these six land masses are known as Daimyo in the Higashi language. Above them, is the military governor of all of Higashi, otherwise known as the Shogun.
The Tsaesci Empire is a nation that had collapsed long ago, back during the days of the 1st Era. However, in modern times, there is a rise in activity. Some believe the nation never died, and simply operated in secret.
Nevertheless, there is a Raj in charge again, and there is activity on the rise in the 5th Era.

The serpentfolk of Akavir, little is known of them among the scholars of Tamriel due to their minimul interaction between the continents. All that is known of Akavir and the Tsaesci comes from three sources.
In the First Era, after the fall of the Alessian Empire, the Tsaesci came to Tamriel with an invasion force. Their intent is still a mystery, but the prevalent belief today revolved around their search for a figure known as Dragonborn. Dragons were reportedly in Akavir before they came to Tamriel and were presenting a problem to the people of Akavir. They wanted to recruit the Dragonborn to help them. This theory, while the theory that holds the most belief in our world, is still a bit of a long shot as the Tsaesci did not leave Tamriel with the Dragonborn. Instead, upon meeting Reman Cyrodiil and learning what he was the Tsaesci instead remained in Tamriel and pledged themselves to him. Over time, they founded the Dragonguard, which would later become known as the Order of the Blades.
In the Second Era, after the line of Reman died off, the Empire became led by an Akaviri Potentate, one of the Tsaesci themselves, and became known for both beneficial and harmful things in the history of Tamriel. Eventually, the Potentate would be assassinated by the founding members of the Dark Brotherhood, and then Tiber Septim would rise amidst the other warring warlords to take control of the Empire and forge the beginning of the Third Era.
During the Second Era, as well, a different race from the continent of Akavir invaded Tamriel as well. But, the Tsaesci still had a minor presence in Tamriel at this point, and were helpful in identifying this new threat.
In the Third Era, Uriel V, of the Septim line, led expeditions to the east, locating new islands to be added to the bounds of the Tamrielic Empire, but also, finding shores in Akavir to land and begin explorative missions into the lands of the Tsaesci and other Akaviri peoples. Little has survived to this day of those expeditions, but what is known, is that some Tsaesci ruins were used as settlements, but that these settlements were ultimately abandoned as the wildlife and Tsaesci themselves proved to be too hostile to maintain any kind of standing force in the new territory.
What little has survived the expeditions and what records were kept during the Cyrodiil Dynasty, are all that we have to draw informaiton about the Tsaesci and Akavir at large.
The Shroud is a pervasive mist that twists, corrupts, and alters the physiology and psychology of creatures trapped within it for too long. The creatures that spend their lives within it are something different entirely. The darkness of the Shroud becomes familiar and the suffering of regions affected by the Shroud becomes all they know. Some form of despair or distress becomes all of what these creatures embody.
The Shroudborn are, in part, creatures born of the Shroud, or those twisted and corrupted by it, claiming Humanoids, Monstrocities, Aberrations, Plants, Fey, and others.
