As an action, you speak the words of this shout. You project the power of your voice onto a target Your target, and any objects within its 5 ft. square become frozen.
Your target must make a Constitution Saving Throw. On a failed save, the target takes 4d6 cold damage and is frozen in place. While Frozen, a target is considered paralyzed and suffocating. A creature can survive while suffocating for a number of minutes equal to 1 + their Con mod.
On a save, they take half as much damage and are not Frozen.
When Whispered, the damage is 2d6 cold.
When Yelled, the damage is 6d6 cold.
