A Nibenese Imperial, Cusi is a Bard and Tradition-keeper for his village in the Blackwood of Cyrodiil. He observed a Thalmor Justiciar looking at a glowing red object and in fear that he had seen and known too much of what he was up to, the Justiciar had Cusi arrested under the charges of being a spy.
A note was found on another Justiciar on Khenarthi's Roost that stated "He did not reach Alinor. Find him." Whether this refers to Cusi specifically is unable to be confirmed, but Cusi believes he recognizes the writing on the note from his arrest warrant.
