Over the years, the people of Higashi were ruled over by a Monarchic leader, called Emperor. Though Higashi was not large enough to be considered an Empire and was not built up from smaller kingdoms, fiefdoms, or otherwise, it was still the terminology used in the day. Before the rise of the Shogunates of Higashi, the Emperor ruled over all of Higashi and handed out some control and power to officials beneath him to rule the 6 Han, or major regions, of Higashi. The 6 Han are further separated into Prefectures. Beneath the leaders of the 6 Han, there are lesser officials that lead each Prefecture. Lastly, each village, town, or city is ruled over by a lesser official.
