The Silver Watch, it could be argued, were the closest to having real power in what cities exist. Though their reign, short lived as it was, ended with the Battle of Barren Sands.
Previously, their presence was strongest in Barren Sands,
though they are known to frequently have clashes against the Jackals as
their influence spread North. Unlike their rivals, The Silver Watch
are dedicated to re-establishing an organized society and laws. The only
caveat: They hold the power and influence. More specifically, their leader, Victorie.
Victorie came into power after a struggle with the last leader of the Silver Watch in which she emerged victorious several years prior. Alongside her sister Retribution (later, renamed Red), Victorie rose to power as someone charming enough to rally her followers behind her, and the previous leader, Markus Rentari, was exiled. Asher Rentari, Markus' brother, stood with Victorie during the power shift, and remained as her right hand man as she came to power. Under her rule, Barren Sands was taken, violently, from Jackal rule, and put under the command under the Silver Watch. While the struggle back and forth has resulted in civilian casualties, bloodshed on both sides, and families divided throughout the city, the Silver Watch kept to their name in maintaining the status quo... as long as people paid them respect and didn't show signs of dissent. Though even among members of the Silver Watch were individuals capable of hatred and judgement, forcing the city into an iron rule.
Scouting new talent and keeping the gang entertained, Victorie held "Trial of the Damned" contests in addition to pit fighting tournaments within their camp outside of Barren Sands. It was here that the Dust Devils clawed their way from obscurity, coming face to face with Victorie.
It was weeks later, during a Silver Watch parade through the city (a not-so-subtle show of force after wresting control of the mines from the Crimson Jackals) that Victorie met her 'end', not at the hands of the Jackals, but by betrayal from one of her own, a bigoted, high ranking fighter within her ranks, discontented with her passivity towards the Jackals. In the Battle for Barren Sands, the Silver Watch were fragmented at the near-assassination of their leader, and were dispersed by the Jackals.
After ceding control of the city to the Jackals, some members were allowed to stay under the supervision of Sarra Yeshana, who has taken over control of the city. News spread of Victorie's death, and it became the final nail in the coffin.
