The High Captains of Luskan are a ruling council of pirate ship captains that rule the city of Luskan. Each High Captain is the leader of a faction or "Ship" that holds absolute control over a district, and the Ships are named for the captains who originally conquered Luskan: Kurth, Baram, Rethnor, Taerl, and Suljack. While they are technically the official ruling body of Luskan, functionally they are nothing more than well armed gangs that form and break alliances and fight amongst themselves, all vying for more relative control over the city and its lucrative trade.
