Laeral Silverhand is a name etched into the history of Faerûn—and in Velkarn, it is spoken with equal parts reverence and caution. A Chosen of Mystra, one of the legendary Seven Sisters, and a former queen of long-fallen kingdoms, Laeral returned to the world stage in the late 15th century to reclaim Waterdeep’s destiny from the hands of corruption.

In the Contemporary Era, she serves as the Open Lord of Waterdeep, inheriting the role after the disgrace and forced abdication of Dagult Neverember during The War of Dragons. Where Dagult ruled with coin and threat, Laeral rules with compromise and vigilance—her tenure defined less by grand proclamations and more by the slow, difficult art of keeping a broken city from shattering entirely.

Origins

Laeral was born centuries ago to Mystra, the goddess of magic, through mortal form. She is one of the Seven Sisters, a group of magically gifted daughters imbued with fragments of the goddess’s essence. Once a queen of the kingdom of Stornanter, Laeral retreated from worldly politics for centuries following personal tragedies and the collapse of her domain.

She returned to the surface world after the Spellplague and the Sundering began to resolve, compelled by Mystra’s reawakening and the growing instability across the Realms.

Though still a powerful spellcaster, Laeral has long since abandoned the pursuit of arcane glory. Her energies now lie in governance, preservation, and maintaining the fragile alliances that prevent the Sword Coast from falling into anarchy.

Rise to Power

In Velkarn’s history, Laeral Silverhand’s rise to Open Lordship is deeply tied to the War of Dragons. As the Cult of the Dragon escalated from scattered fanaticism into an apocalyptic threat under Severin Silrajin, Waterdeep found itself fractured—caught between internal corruption and external peril.

Laeral returned to the city as a neutral arbiter, representing both Mystra’s will and the broader interests of The Lords' Alliance. It was through her influence—backed quietly by the Harpers and certain allies within the Blackstaff’s inner circle—that the Council of Waterdeep was formed.

Her opposition to Dagult Neverember was not personal, but existential. She saw clearly that his self-interest threatened the unity required to face Tiamat’s rise. After revelations of Neverember’s embezzlement and secret dealings came to light, Laeral was elected Open Lord by the surviving Lords and confirmed in power with the backing of the Five Guys, the Harpers, and the Order of the Gauntlet.

Leadership in the Contemporary Era

As Open Lord, Laeral Silverhand walks a perilous line. Her goals are simple in word, yet maddening in execution:

  • Maintain balance between the factions: the Harpers, the Lords’ Alliance, the Zhentarim, the Gauntlet, the Grey Hands, and the nobles of Waterdeep
  • Prevent war within the city—even as martial law looms and hidden powers (like The Unseen and the Cassalanters) make moves
  • Support heroes who act outside the system—such as the Hype Squad—without formally endorsing them
  • Quietly investigate the real extent of Neverember’s theft, and recover what remains

She is known to keep close counsel with Leosin Erlanthar, Vajra Safahr, and (on rare occasions) even Jarlaxle Baerne, recognizing that diplomacy in Waterdeep often involves shaking hands with devils to avoid outright war.

Though some nobles resent her—and others doubt her mortal mind after centuries of magical burden—Laeral remains the cornerstone of Waterdeep’s stability.

Abilities

Though Laeral rarely demonstrates her full strength, and rumors whisper that her formidable strength is waning, she remains:

  • A near-legendary archmage, able to bend spells and weave counter-magic on instinct
  • Immortal (or ageless), due to her status as a Chosen of Mystra
  • Able to communicate with divine and extraplanar entities when needed, though she prefers mortal solutions
  • Capable of banishing fiends, unraveling enchantments, and enforcing absolute silence in a room with a single glance

Reputation and Legacy

To the common folk, she is mysterious but fair. To the factions, she is a reluctant yet necessary leader. And to those who have seen her at her full power, she is a reminder that the gods do not always walk above the world—they sometimes rule within it.

Her greatest enemy remains Dagult Neverember, whose actions continue to ripple through the city like cracks in old stone. Laeral refuses to speak his name in public but is believed to have tasked multiple Harper teams with tracking his movements in Neverwinter.
