Having lived most of his life under the affect of the curse that blanketed Terra, Cecil lived much of his life blissfully unaware of the secret world of magic that existed just beneath the surface of Cyprus. That is, until 7 years ago when his best friend, Libra Vaughn, vanished suddenly in impossible circumstances and his search plunged him deeply into the politics and dangers of that hidden world. His search lead him straight into the arms of C.S.I.B., an organization that had been founded in Cyprus in order to investigate and protect the humans of the city from the numerous supernatural threats that had began to appear in the city over the past years. Though their initial encounter was contentious at best, Cecil decided to join their ranks believing both that they would be his best chance at figuring out what happened to his friend as well as seeing the good in their cause, at least at first.
As time passed and Cecil met more of the people and communities that made up the magical underground of Cyprus, he began to question the purpose of the organization he worked for, coming to view the non-human citizens of Cyprus and the magical powers they possessed as simply other cultures they needed to understand as opposed to something inherently dangerous. The former Director of C.S.I.B., Magnolia Halden, disagreed however and continued to push the organization towards further militarization. Though opposed to her actions Cecil chose at first to remain with C.S.I.B., believing that he would be able to convince the Director and the other Agents of the errors of their ways, but he was ultimately blind to just how far Director Halden was willing to go in pursuit of her hatred of non-humans. When the Director's horrific experiments upon wrongfully arrested non-humans were brought to light, Cecil abandoned the organizations and vowed to do all he could to stop her madness. Though Cecil would not be the one to bring an end to the threat the Halden posed, he would be the one to pick up the pieces of what remained of C.S.I.B.'s original purpose.
Following Halden's death, Cecil assumed command of what remained of C.S.I.B., though he would not remain so for long. After ensuring those who remained loyal to Halden's ideals were dealt with Cecil formally dissolved C.S.I.B., reviving in its place the ancient order of The Knights of the Storm Lantern; an order that, in it's day, was devoted to protecting all those who dwelled within Cyprus' walls and would be so again under Cecil's leadership. Though newly formed, Cecil and his knights wasted no time in rushing to action, uniting their forces with those of King Lenseran Kisurai in defense against the demonic invasion and cataclysm that would soon follow; an event which would eventually lead to Terra's return to the realms, though not before Cyprus was nearly destroyed in the process.
In the days following the reformation of Cyprus, the city was thrown into disarray at both the disaster that had been visited upon them and the revelations about the true scope of their world and the magic that dwelled within it. As the old structures of power fell and the people of Cyprus looked for new leadership capable of understanding this new world they found themselves in, Cecil and his knight swore their allegiance to King Kisurai, believing his to be a good man who would rebuild Cyprus into a place where all who called it home could thrive, not just the humans who had so long dominated the realm. Over the years that followed, Cecil would remain a close ally and friend of the King, supporting him in his goals to both rebuild the city and forge a new place for themselves amongst the realms they had so long been parted from. He has come to be seen by many a good-hearted and trustworthy figure, often acting as a force for reassurance an peace in the face of the anxieties that many of the people of Terra face in adjusting to their new worlds.
