Niloufer, the Lotus Lord, is a Faydhaan Shuyookh, a Unknown envoy from the City of Splendid Waves on the Plane of Water. He is a handsome, blue-skinned man with a flowing wealth of greenish hair. Always dressed to the nines, each feature of his loose outfits undulating and billowing, he carries himself in an effortlessly regal, if somewhat casual and relaxed manner.

Niloufer is a major courtier belonging to the Pearlescent Court of Lady Sjel. Together with his mistress, he resides in the Tower of Glass, in Cynosure, where he has a personal haven in the form of the Tower's greenhouse. Niloufer serves as Sjel's Chief Cupbearer, as well as a diplomat, ambassador, quartermaster, and majordomo; he is a man of many duties. He is also in charge of the many water-gardens of the city, and occasionally gets involved in the affairs of the Drowned Quarter and the Harbour. 

Hailing from the City of Splendid Waves, he was born a scion of a long line of diplomats and envoys, who never managed to achieve the status of nobility. At some point, he left to travel the realms, and eventually settled in Cynosure together with Dellingr. After some years of service, he was titled and made a noble by Sjel. 

Niloufer sometimes visits Vodda's 'Chase the Dragon', a magic shop in the Harbour District of the city. The unusual Unknown is one of the Court's suppliers, and seems to be friends with the Genie. 

Aside from his official work at the Court, he also leads the Lotus-eaters, a local not-so-secret society of hedonists. Vodda is one of its members. 

Niloufer is genderfluid, but his current gender expression is leaning towards masculine-presenting.

GM Notes

Cynosure

- Niloufer is Lady Sjel's lover. He is not bound to her service, selecting her as his master without any influence or coercion, and he reciprocates her romantic feelings, though they are not a couple officially, and occasionally take other casual lovers for some time. 

- Niloufer left the Plane of Water willingly, but was unable to find his new place in other worlds. He was content with wandering around, but once Sjel offered him a place at her Court, he settled down. 

- As the Lotus Lord, Niloufer is in charge of Cynosure's water-gardens. He often ends up in heated arguments with Velapuri over whose gardening skills are more impressive. Niloufer finds this rivalry amicable and entertaining; it inspires passionate, if harmless, competitiveness from both sides. His speciality is berries of all kinds, which satisfies Sjel's cravings. 

- The title of the Lotus Lord has a double meaning – Niloufer is also the leader of the Lotus-eaters, a local pleasure cult, which seeks decadently refined flavours and sensations. Vodda is their member and supplier, and Master Bhari is one of the patrons.
