Legate Ularnd Valerian is the Church’s man on the road.
He commands the frontier garrison at 14.33 Túros Tem and oversees patrols along the Snow Lion Road and its spurs. Unlike most officials sent from Kalorand, Valerian does not speak in doctrine or prophecy. He speaks in numbers. Miles. Wagons. Rations. Survivors.
Valerian is known as practical, fair, and blunt. He believes roads exist to keep people alive, not to prove theological points. He tolerates adventurers, pilgrims, mercenaries, and odd folk so long as they do not disrupt traffic or provoke unnecessary bloodshed. When something goes wrong beyond the walls of the city, he is often the first authority the characters encounter who actually wants the problem solved.
He wears Church colors, but lightly. His armor is scuffed, his boots muddy, his cloak repaired more than replaced. He listens more than he speaks, and when he gives an order, it is usually reasonable.
