The Runekeepers are members of Frynia's governing class. Each town and city has a group of members, which in term elect their members to govern the whole country.
Members are unknown, with gatherings being masked and magic used to protect their identity.
Becoming a member
To become a Runekeeper, a person needs to be offered an invitation by their town or city's members. A member can put forward an invitation, which needs the approval of 60% or more of the members at the meeting. This means that members will tent to know the identity of newer members.
