Sekino Yodo was born into a family of bureaucrats in the capital of the Nagan Empire. His family was well-known for their loyalty to the second Emperor Kenshii Nagamara Min and their strict adherence to the laws of the land. As a child, Sekino was groomed to follow in their footsteps and was sent to the best schools to learn about the law and the workings of the government. After finishing his education, Sekino was offered a position in the imperial court as a clerk. He worked hard and soon rose through the ranks. However, Sekino's strict adherence to the law often put him at odds with court's more lenient policies, and he was eventually dismissed from his position.

Feeling disgraced and humiliated, Sekino retreated to the countryside to live a quiet life. However, he was soon approached by the town leaders of Ninsama, who were in need of a new magistrate to help keep the peace in their growing town. Seeing an opportunity to redeem himself, Sekino accepted the position and quickly set to work enforcing the law and cracking down on crime. Under his leadership, the town flourished and crime rates plummeted. However, Sekino's strict enforcement of the law also made him unpopular among the locals, who saw him as an authoritarian figure. This was compounded by his close relationship with the Yurami Samurai, who he saw as extensions of his own authority and often used to enforce his own brand of justice. Despite this, Sekino remains dedicated to his duty and is willing to do whatever it takes to maintain order in Ninsama. He has a reputation for being harsh but fair, and his tireless efforts have earned him the respect of many in the town.
