Since Duncan is the mayor and there's no formalized criminal justice system in Mossgrove, the final verdict will likely come from him.
How anyone could look at this dumpy little man and call him a killer is a little baffling, but nevertheless he finds himself in the town stocks.
The friendly general store shopkeeper, found dead in his own store beneath a heavy shelf. Apparently Togan had some reason to want him dead, but exactly what that is has yet to be elaborated upon.
