Garra Halamar is the master of two quarries in Hroth including Splinterstone Quarry. He is also the father of recent Bloody Cobbler victim Llewel Halamar. He is considered to be an honest and hard-working businessman.
When the party met Garra, he told them he and his son didn't get along well, but that they loved each other. He has no idea why someone would want to kill him just for being a rascal. He then offered the party valuable rings in exchange for clearing a monster out of the quarry which they eventually did.
