There are about 2.5 million Eldrisi citizens. This landmass is also home to 400,000 Zoa. The Empire of Shinryu recognizes the unique heritage and needs of the Zoa. As such, designated regions or reservations are set aside to provide them with protected spaces where they can preserve their cultural traditions and live according to their own customs. These reservations may have autonomy to govern themselves under the broader framework of the empire.
