“Floxin was never the sharpest dagger in the sheath—but he knew exactly where to stab. And worse, whom to obey.”
The Librarian

Urstul Floxin was a senior field agent of the Zhentarim, aligned specifically with the Manshoon-loyalist splinter faction that opposed Dread Lord Enna Baenre's control of the network in Waterdeep. Known for his ruthless efficiency, military discipline, and deeply loyal service to Manshoon, Floxin was responsible for multiple targeted killings and information thefts throughout the early stages of The Grand Game.

He was not a charismatic leader or an arcane powerhouse, but a professional killer and tactician—a blunt instrument wrapped in black silk.

Where others sought chaos, Floxin preferred precision. When chaos was necessary, he ensured it landed on someone else’s doorstep.

Role in the Grand Game

Urstul Floxin played a critical role in the early maneuvers of the Grand Game, particularly in:

  • The Fireball Incident – Believed to have orchestrated the theft of a Necklace of Fireballs later used in an attack on Gralhund Villa, indirectly triggering the series of events that brought the Hype Squad to public attention.

  • The Gralhund Entanglement – Served as Manshoon’s emissary to the Gralhund noble house, working with them to recover one of the Eyes of Golorr. His efforts culminated in a bloody confrontation in the Castle Ward.

  • Escalation of Martial Law – His actions (and eventual death during the Hype Squad's raid on the Manshoon's hideout) provided the Cassalanters' agents with a justification for pushing Waterdeep into a state of emergency lockdown, suppressing rivals under the guise of public safety.

Floxin was ultimately killed in a confrontation with the Hype Squad in their pursuit of the missing Eye—though reports vary on how exactly he died. Some say it was a rooftop duel. Others claim he triggered an arcane trap out of spite, or perhaps loyalty.

As with many of Manshoon’s inner circle, no body was ever recovered—and his name occasionally surfaces in whispered conversations across Skullport. Rumors persist of how his loyalty to the Manshoon was rewarded by being grisly resurrected in some fashion in the Grand Game for further use.

Personality

Disciplined, bordering on zealotry

Cold-blooded, but not unfeeling—simply pragmatic

Loyal to Manshoon above all, but distrusted his fellow lieutenants

Known to disdain magic users despite working for one; favored blades, poisons, and crossbows

Maintained a small cadre of elite agents who were fanatically loyal

Notable Relationships

The Gralhund Family – He used them as local proxies in the noble ward, manipulating their greed to get closer to the Stone of Golorr.

Manshoon – His only true superior. Rumors suggest he may have known about the spellbook theft well before it happened.

The Hype Squad – Indirectly responsible for provoking their rise through the fallout of his actions. Jackob reportedly dueled him with wit and blade during their final encounter.

The Conclusion of the Grand Game

“They played the Grand Game to its end—
and discovered that the final move was never theirs alone.”

—The Librarian

Urstul Floxin’s role in the Grand Game concluded in a night of masks, broken pacts, and unanswered questions. What transpired beneath Waterdeep reshaped the city’s balance of power, scattered its conspirators, and left scars that have yet to heal.

Much remains obscured—by design, by magic, and by those who survived.

“History will name winners and losers.
The truth is less orderly.”

Closing Remarks

Some blades are forged to cut once, then shatter. Floxin was such a weapon—flawed, replaceable, and dangerous to mishandle. That he lasted as long as he did is testament not to his brilliance, but to the brilliance of the hand that held him.
