Few cities in Faerûn evoke such suspicion as Luskan. A once-proud maritime capital, it fell into ruin by the mid-15th century DR—its harbor overtaken by pirates, its towers hollowed by infighting, and its wizards either slain or sealed away.

And yet, in the Contemporary Era, Luskan rises again—not through law or coin, but through calculated audacity, chiefly orchestrated by Jarlaxle Baerne, whose Bregan D'aerthe now pulls the city's strings in secret.

A city of shattered thrones and freshly minted masks, Luskan is both a warning and a promise: that chaos, when well-dressed and well-armed, can be made profitable.

Geography and Location

Straddling the mouth of the River Mirar, Luskan consists of five islands connected by ancient bridges and docks. Fires have swept its districts multiple times, leaving partial ruins interwoven with arcane restorations and new mercantile construction.

Key Districts:

  • Northbank – Home of the Host Tower, arcane sanctums, and magical infrastructure

  • Southbank – The city’s bustling trade sector, heavily funded by Bregan D’aerthe “philanthropy”

  • Cutlass Row – The city’s underbelly; even the guard steps lightly here

  • Harbormouth – The lifeline of the city’s shipping and smuggling trades

  • The Saltcross – Recently redeveloped residential district built atop older battlements

History: The War of Dragons

During the height of The War of Dragons, Luskan suffered a catastrophic fall. In 1490 DR, Therlin Heskan, a high ranking member of the red sect of the Cult of the Dragon, unleashed his draconic forces upon the city.

  • The Five High Captains, who nominally ruled Luskan, were assassinated within hours. Several were beheaded in the streets in front of newly enslaved civilians earning Therlin his title as the Devastator.

  • The Arcane Brotherhood splintered, with some members slain, others enthralled by the Cult of the Dragon's Thayan allies. Their stronghold in the Host tower became Therlin's seat of power in the city, turning their magical wards against the citizens of Luskan.

  • The city fell into Cult occupation, becoming a staging ground for the northern front of the war. It was the first city to fall and the longest under Cult subjugation.

  • Rumors abound that experiments on spelljamming and psychic rituals were carried out beneath the Host Tower in efforts to hold the Cult back. They were unsuccessful.

The liberation of Luskan came not by armies, but by subversion. Jarlaxle Baenre, with assistance from Harper agents and surviving Arcane Brotherhood exiles, infiltrated, sabotaged, and reclaimed the city, culminating in Therlin’s temporary expulsion.

While Therlin later resurfaced during The Grand Game, his hold on Luskan was never reestablished. Still, the scars of occupation remain.

Governance

Official Rule:

  • The Arcane Brotherhood, under a restored but fragile council, issues laws, licenses, and magical decrees.

Actual Control:

  • Bregan D’aerthe, operating from the shadows, manages:
  • Trade routes and naval expansion
  • Political messaging
  • Subtle enforcement and defense

This two-faced rule allows Luskan to appear stable, while still allowing Jarlaxle to pull the strings when necessary.

The Five High Captains - Pre-War of Dragons

Before the Cult of the Dragon coup, Luskan was ruled—chaotically—by five competing pirate lords known as the High Captains, each commanding their own ships, thugs, and districts. Their unity was tenuous, held together only by self-interest and loose allegiance to the Arcane Brotherhood.

  • Captain Ravvok One-Eye: The eldest, a former pirate king turned naval tactician. Oversaw the Harbormouth and was the closest thing Luskan had to a "defensive planner."

  • Captain Myrisa Shardwake: The most diplomatic and feared by rivals, she controlled Cutlass Row and had deep ties to Skullport trade.

  • Captain Talgor Reth: Brutal, erratic, and obsessed with personal legacy. Believed to have been enthralled by Therlin first.

  • Captain Zurl Daggermar: A veteran of the Broken Spear War, Daggermar handled most of the illicit smuggling routes through the Spine of the World.

  • Captain Iylra Quent: The youngest, once considered a reformer. She resisted the Cult’s influence publicly—her death marked the beginning of the full occupation.

All five were slain during The Devastator’s coordinated takeover in 1490 DR—three publicly executed in the Harbormouth, and two disappeared beneath the Host Tower, presumed sacrificed to Tiamat herself.

The Five High Captains - Post-War of Dragons

Following the liberation of Luskan during the later stages of the Tyranny of DragonsJarlaxle Baenre restructured the High Captains’ Council. He installed five new captains, each loyal to Bregan D’aerthe or personally indebted to him.

  • Captain Eren “Brightwake” Nalroth: A former bard-turned-commodore, publicly seen as a symbol of Luskan’s “new order.” Privately, her missives go straight to Jarlaxle.

  • Captain Thorsan “Redtide” Vex: Once a pirate lieutenant under Myrisa Shardwake, now serving as an enforcer with a magically enforced vow of loyalty.

  • Captain Dullin Brask: A smuggler-turned-spymaster, known for hiring doppelgangers as crew. Suspected to be a Bregan D’aerthe agent himself.

  • Captain Arjani Maevra: A former Harper operative who defected (or embedded?) during the war. Her loyalties are... complicated.

  • Captain Orlo Glassstaff: A minor mage elevated by the Brotherhood to appease arcane factions; tolerated only because he stays quiet and signs papers.

Each of the new High Captains reports indirectly to Jarlaxle, though none admit it publicly. Their rule is more stable than the old council—less because of their merit, and more because none dare move against the man who put them in power.

Host Tower of the Arcane

The Host Tower, once shattered by infighting and arcane collapse, was restored under Brotherhood exile Master Imber Shal with quiet support from Bregan D'aerthe. Though many of its upper levels remain unstable or sealed, it now houses:

  • A central arcane registry
  • Experimental spellwork halls
  • A portal matrix

Some whisper that Therlin's presence lingers in the lower vaults. Others say Jarlaxle has a hidden sanctum buried beneath the tower itself.

Current Politics

Luskan walks a tightrope of legitimacy.

However, many nobles—particularly in Waterdeep—still view Luskan as a pirate’s den in noble’s clothing.

Proposal to the Lords' Alliance

As of 1493 DR, Luskan has formally petitioned to join the Lords’ Alliance, citing:

  • Economic contributions from post-war reconstruction

  • Shared intelligence on Cult remnants, Thayan movements, and Unseen activity

  • The stabilization of pirate routes into legal merchant fleets

The proposal remains under review, stalled by Waterdeep’s internal factional tensions, and vehemently opposed by several noble families, including the Cassalanters.

Closing Remarks

Luskan is neither reborn nor redeemed. It is merely revised. The sea may have washed away its bloodstains, but the tides remember. And so do I.
