Blackrock is organized into its City Center, as well as seven outer districts.
The outer districts are as follows:
Originally founded as part of the wider Imperium, Blackrock
is now one of its few free cities, having been granted a large amount of
autonomy in its own governance. Thus, most of the empire's restrictions
on races, sexes, and other such classifications do not apply here.
These exemptions were hard fought, in times when the empire was weaker,
due to misrule.
The city has well used its status, to prosper
mercantile trade, and has more recently become a hub for technological
and magical learning and advancement. Due to the relatively lesser
discrimination here, Blackrock has attracted denizens of a great many
peoples. In fact, it has often been the place where those displaced by
imperial expansion, have sought refuge. This has led to the creation of
its many districts, catering to the needs of its diverse population.
Divisions which have, over the course of the city's existence, oft led
to conflicts between the districts, which have more recently been able
to be cooled down.
