Overview

Season Two of A Dream, Awakened takes place in the Hallean capital city of Evershoal. After the myriad disperse settlements of Hallea banded together, the former city-state of Evershoal, the region’s largest port and center for trade, was named as its capital. The Merchant kings and queens became Council Lords and Ladies, their companies entered into strict trade agreements, and a fledgling government was formed.

Evershoal sits along the eastern edge of Auksnest Bay, about an hour north of Shaletooth Inlet and the rocky cliffs that open to the Mollific Ocean. The city, still young by many standards, is built both along the lush shore of the bay and upon the sandbars over the water.  The coast steadily rises to 150-foot cliffs that overlook the bay and eventually slope back down into the wider coastal plains surrounding the area.

The city is home to hundreds of colorful wood and limestone structures that extend both partially up the cliff face and across the nearby plains. Terraces carved into the first few hundred feet of the massive, pure limestone cliffs house many homes and businesses. Most structures are at least two stories tall, with most citizens living above, or near  their places of work. Large, expansive docks and pillared walkways stretch into the sandbars, out over the water, and a large bridge stretches high above the Adigall River as it empties into the Auksnest Bay. The city proper stretches out into the bay both north and south of the River.

The city has a number of notable districts and neighborhoods, including the Underhang, the Docks, the Terraces, Shaletop, and the Expanse.

Evershoal, Politically

National Structure: The Hallean Council is made up of nine members. Originally, this council was made up of the most powerful merchants in the area. However, seventy years after the nation of Hallea was created, the tradition of merchant power translating to political power gave way to democratic elections that take place every five years. Each council member is elected from their home region within Hallea. These elections are held throughout the spring and summer months across Hallea every five years to afford time for them to be completed and their announcements to be sent to Evershoal to arrive simultaneously on the first day of Autumn. All seats are elected in the same year.

The regions, referred to by their most populous cities, are: Kingsport, Teagarden, Emmerfield, The Wenmist Townships, Port Bova, Sherrydale, and Evershoal.

Local Structure: Locally, the city of Evershoal is run by the Merchant League. Similar to the national governance, this was originally comprised of Evershoal's Merchant Kings and Queens, but this, too, was transitioned toward democratic representation around the same time that the Hallean Council was. City-wide elections are held every year to elect one member of the League. This rotates, creating seven-year terms; no member is allowed to serve more than two terms.

Evershoal, Economically

The economy of Evershoal is dominated by trade, tourism, and hospitality, followed by manufacturing, services, and agriculture. Goods are constantly being brought into and out of the harbor, day and night. Many of the goods brought in are stored in the warehouses that line the docks where they are then distributed to shops, homes, and the various manufacturing and hospitality businesses. A pair of large ropeway conveyors carry goods and people from the docks to Shaletop at regular, twenty minute intervals. For safety reasons, goods are given priority, as a mixture of both can quickly become dangerously close to overloading the conveyors, and if a conveyor is overloaded with goods, it is much less problematic for those to fall into the bay than a group of citizens plummeting alongside twenty barrels of nails.
