Khazalet was a prominent city that marked where the Dotted Plains met the Isilet Ranges. Laying on the southern border of the Forest of Stone Tooth, it was one of the only permanent settlements of the region; its culture had a largely nomadic influence, acting as the trading hub for many of the area's roving tribes. The city's population of around 30,000 permanent inhabitants were generally quite diverse, though humans remained by far the majority; a comparatively-outsized number of Crossborn Orcs lived in the city, due to its remote location. 

An important member of the Common League, Khazalet was given extra funds to develop by the Court of the Torch, as it proved a key strategic bulwark. Its location simultaneously helped thwart the bands of raiders that would come from the hills around Stone Tooth, and as a base to watch for threats traveling across the Mark of Elteos.

Khazalet's leaders were chosen by the will of the people, and oversaw both the city's guard and its militia, known as the Riders of Khazalet. In charge of the militia was the First Rider, with Second and Third Riders historically being employed based on need and circumstance. Riders represented the city in diplomatic matters, and were called upon to assist in fending off any threats to the greater region. As a result, the position was both considered a great honor and a great danger; the average Rider typically died within years of assuming the position.
