The Starlit Hand was the most open of the Common League's "secret" societies, acting despite the Prohibition of Arcanic Proliferation. There was a Hand chapter in nearly every major city and territory across the continent, and acted with various levels of covertness depending on their regional leverage. Those in the know could arrange meetings with Starlit Hand brokers, who generally housed a variety of magical or black-market wares. Despite their activities being deemed criminal in many territories, the Starlit Hand was able to maintain a quasi-legal status thanks to their extreme wealth and political leverage.
Brokers had access to a bountiful fencing network and could obtain or purchase most items given enough time, but charged a steep fee for their services. For the safety of themselves and their items, these brokers typically carried very few magical objects at a single time, and often had ways to protect themselves and their assets. The Hand also employed many Wizards and Artificers, and produced fairly common magical objects across the continent, such as or Enhanced items, which they easily distributed along their network.
