The Council of Commonlight was the governing body of the Court of the Torch, created during Common Unification by Iodun the Unifier. Its members, called Torchbearers, were envoys sent from all member states of the Common League, and held supreme authority over legal disputes both within and between member nations. Every nation in the League sent a dignitary to act as a representation of their own nation's will. This created a democratic-like tension, as most council members would fight for the benefit of their own peoples.
The Council of Commonlight oversaw the ratification of unification treaties, the formalization of countless Laws, and the launch of political schemes that shaped the new order of Commona. They also were responsible for the governing of Emblem itself, and had authority over the Torchwarden to enact authority over the city. Each member was themselves referred to as a "Torchbearer", and generally had great individual sway over the Torchwarden.
