Also called the "City of Black Banners" and the "Arcane Jewel", Emblem was the capital of Commona. It housed the Court of the Torch, from which the supreme governing power of the Council of Commonlight flowed to the rest of the Common League, and was the nationa's chief city of economic and political power.
Emblem was estimated by census-takers to have a population of nearly 350,000 residents, making it by far the most populous city of the known world. While it was Human-majority like the rest of Commona, all sorts of Mortalkind could be found there, as it was the most diverse city in the world. Its populace was policed by the Torchwarden, a guarding force made up in equal percentage from all member nations. Many of its residents were not originally from the city itself, or were descended from immigrants sent to the capital for reasons similar to the Torchwarden.
