After over a tenday of sporadic battle between the forces of The Lords' Alliance and The Arcane Brotherhood, the conflict hits a standstill. The Brotherhood holds several key islands and repeatedly repels attacks, leading to a war of attrition. To break the stalemate and to frighten the citizens of Luskan into remembering who held ultimate control over their lives, Arklem Greeth unleashes an horde of ghouls from the ruins of Illusk into the city proper during the dead of night. The soldiers of The Lords' Alliance abandon their siege of the Brotherhood to fight the undead and protect the city. After several days of fighting the undead are finally destroyed but at great cost to the citizenry. Greeth's gambit ultimately backfires, turning the people of Luskan resoundingly against him and the Brotherhood, when they were previously weary from the battle that they felt Deudermont had brought to their homes. A popular uprising begins, bolstering the forces of The Lords' Alliance with thousands of angry and motivated combatants.
