Seregon has no Nobles, it has Notables. Many of them become Regents.
In efforts to be a more inclusive Assembly, and avoid conflict within the city, Regency has been opened up to two representatives per district, other than the ruling Starfire Hill District. The people elected would not normally be suitable for the Assembly, but concessions were made, often when existing regents submitted their picks.
Also, not everyone powerful is interested in being a Regent. The Schoonoven family is the most powerful in the city-state, but they don't dabble in politics. The The Walraven Consortium does not dabble, but instead works behind the scenes. The King has control of the executive branch. He does not get a deciding vote, in the event of a tie. The Court of the Sun claims to be impartial, and malfeasance by Regents can land them under investigation by inquisitors and in court.
Starfire Hill District regents essentially get half the vote. To get anything done now requires regents from other districts. It is the hope that giving leaders in other areas, including crime, a vote in the city, will help stabilize Seregon.
