Translating from Scycaen to Common as the "Imperial Home of Divine Wealth", Scil-Qallis was the capital of the Scycaen Imperium and by far its most populous city. Located on a small plateau at the edge of the western Toror-Mir, it was the home of the Imperium's royal house of Terrescel and considered the "Gateway to the Desert." It was the principal trading hub between the merchants who sought riches in the Jozh-Mirozhae and the farmers of Sycae-Scyceti, and profited greatly from this natural trading interaction.

Scil-Qallis was the birthplace of Scycae as a nation, when it came into possession of Scyseti, the "Sunreaver." Thought to have been retrieved in the Siren's Isles, the city's nobility used the weapon to conquer other warring nations in the Scycaen region. The strength of this hold waxed and waned, but spiked when the Paladin Riyissan Terrescel took the sword and fought off the Common League, becoming the first Imperator of a new Scycaen Imperium.

The capital was built across foothills where the great plains met the desert, a symbolic blend of Scycaen cultures. The desert's whipping winds did not extend strongly this far inland, so the climate of Scil-Qallis was not as hostile as the rest of northeastern Scycae. Nonetheless, the temperatures in the region were still affected by the desert climate, and the city experienced extremely hot days and very cool nights.
