Built into the side of a long-extinct dome volcano alongside the ruins of the abandoned castle town of Treigthe by the infamous Mad Queen and surrounded by the Walls of Balla, Balla is the second-largest settlement on the Sea of Green (just above Na'Ka'Ve, and with only Copperhead in Upper Manzil being larger). It is dominated by the massive Queen Luciel's Fortress and the Black and White Towers, with other landmarks being the Monastery of the Glorious Shield of The Nameless One, the local Grand Order tower and the Lucilite Cathedral of St. Virion II the Innocent of Caislean.

The City is now the administrative centre of the Old Duchy of Balla and Tréigthe, and prior to the reinstatement of the Tiran monarchy was the regional capital of the now-extinct Grand Duchy of Tir

The city was attacked by the undead forces of the Elder Being Nox in 3A 210, which a large detachment of Imperial forces being rerouted there under Xvim Wrenlow, Earl Marshal of Balla Devlin de'Valice, and General Gr'Muth Sextus. It was under siege for at five months, and the siege did not go well for the defenders, with the loss of at least one world-renowned adventurer and the Earl Marshal himself. Sadly, the siege ended when Seaghd II mac Greimdorch and his forces from Breasal turned traitor, shut the defenders out and ransacked the city. It is currently held by Seaghd and by extension Nox.
