In addition to fostering pro-Strahd sentiment, the new Burgomaster Fiona Wachter began implementing rumors that Ravens were creatures of bad luck, and ordered any ravens to be killed and have their bodies put on to display. This, along with belief that Strahd was the "Devil" who could not be spoken about, ran extremely contrary to the town's culture. However, in tandem with Strahd breaching the city's walls, the riots and revolution, and an absence of Dream Pastry causing many in the town to undergo severe withdrawal systems, the belief became generally accepted.
As a result, the Blue Water Inn's reputation heavily suffered, and many of their spies were killed. Before they lost their whole flock, Danika convinced Urwin to withdraw his network for the safety of his family. They kept their few remaining ravens in their hidden attic, away from view, and Brom was forced to spend months hiding from anyone who entered the inn.
Hamstrung, their fortunes changed when Heralds of Dawn entered the town magically disguised as Vistani, headed by Ghalwin and Izek Strazni. Urwin provided them his Map of Barovia as a final effort to oust Fiona, and allowed them to use his inn as a base to operate out of. After the Silver Dawn Of Vallaki, Urwin was made a political leader in the town, and the Martikov family attempted to better the lives of its people until the Slaying Of Strahd.
