After the Pack was mostly decimated in Berez trying to rescue Muriel from Baba Lysaga, Urwin occasionally sent Laszlo to keep an eye on Ghalwin of the Grove as he recovered at the Vistani Camp. Laszlo was shocked after his close friend's death, and felt that he needed work to keep her death off his mind.
However, with Fiona Wachter in power, Urwin's efforts as a spymaster were greatly limited. In addition to fostering pro-Strahd sentiment, the new Burgomaster began implementing rumors that Ravens were creatures of bad luck, and ordered any ravens to be killed and have their bodies put on to display. This, along with belief that Strahd was the "Devil" who could not be spoken about, ran extremely contrary to the town's culture.
In tandem with Strahd breaching the city's walls, the riots and revolution, and an absence of Dream Pastry causing many in the town to undergo severe withdrawal systems, the belief became generally accepted. As a result, the Blue Water Inn's reputation heavily suffered, and many of their spies were killed. Before they lost their whole flock, Danika convinced Urwin to withdraw his network for the safety of his family. They kept their few remaining ravens in their hidden attic, away from view, and Laszlo was generally cut off from contacting them unless visiting by foot.
This changed after the Silver Dawn Of Vallaki; at the behest of Ghalwin and the other Heralds of Dawn, Laszlo helped set up a base at Argynvostholt with the Wachters and a small cadre of Vallakian militiamen. Leaving Beaker as a point of contact, he then again traveled east to resume his work at Old Bonegrinder, where he was joined by Adrian Martikov at the Herald's behest. Scouting the castle to provide them with information for their final confrontation, their efforts ultimately resulted in the Slaying Of Strahd.
